Austin police have released the surveillancevideo of white Texas grandfather Scott Henson being handcuffed on the night of Feb. 10, 2012, in an effort to disprove his claim that officers were “rough” and came at him “tasers drawn” while he was walking home from a local ice skating rink with his 5-year-old black granddaughter Ty. Henson called the incident a case of “baby-sitting while white.” Austin Police Chief Art Acevedo told the American Statesman in a news conference Tuesday that Henson lied about having had tasers drawn on him, and that if the surveillancevideo is watched carefully, it can also be seen that APD officers did not use excessive force. APD says they were responding to an anonymous 911 call from someone who claimed to have seen a white man (Henson) chasing a little African-American girl (Ty) into the woods. On his blog, Grits For Breakfast, Henson notes in his post from the night after the incident that this was the second time local police had approached him and his granddaughter that day, leading him to feel that it was a case of racial profiling. “Had that been a real, legitimate kidnapping, and we would have responded with one or two officers in a nonchalant manner, the same exact critics that are criticizing us now would be saying that the Austin police department does not care about an African-American little girl being kidnapped from the Millennium Center,” Acevedo told American Statesman – 22 February 2012.

HD videosurveillance is built on the shoulders of HDTV and video compression. This new world of high definition gives us 10 times the resolution of our old TV’s along with studio quality sound in a package that is thinner, cooler and cheaper. This is a very happy story. But the real story is how H.264 allowed this dream to become a reality. HDTV was first developed by the Russian Military in 1958 and ten years later put into use by the Japanese. Practically speaking, this technology ‘sat on the shelf’ for the next 30 years because no one could figure out how to transmit the massive amounts of data required to feed its appetite. Enter H.264 In the early 90′s NASA’s Jet Propulsion Laboratory needed a way to teach cruise missiles how to find their targets. They developed the science of ‘pattern-recognition’ which taught the missile how to recognize its target through a cloud of pixels. Now that they could distinguish a unique object inside a larger image the next step was to compress this object into a token. If the object didn’t move in the next frame, the camera simply re-wrote the same token thus reducing transmission volumes up to 10000 times. Our previous videos have shown that large homes can require many cameras that could generate massive volumes of data. Instead, we place our camera artillery onto this compression fortress to defend our property.
